Enhancing Security & Resilience of Subsea Power and Telecom Cables

With its two new position papers, Europacable outlines comprehensive recommendations to enhance the security and resilience of Europe’s subsea power and telecommunication cable infrastructures. European cable manufacturers emphasise the need to deploy available technology and use available market solutions to ensure a close collaboration between industry, regulators, and authorities. 

Europacable will continue to actively follow and support the implementation of the EU’s Cable Security Action Plan.

Subsea Power Cables
Europacable calls for a series of short- and long-term measures to protect Europe’s critical subsea power cable assets, including:

  • Mandatory security screening of non-trusted third country suppliers and a European Preference Principle in public procurement, ensuring at least 30% for non-pricing criteria;
  • “Security by Design” approach, mandating the deployment of Smart Cables and unified data governance to enable early detection and rapid response;
  • Fast repairs through upgraded repair service agreements and strategic stockpiling of essential grid components;
  • Retrofitting older cables with advanced monitoring technologies and fostering innovation through R&D support.

Subsea Telecom Cables
Europacable has developed the following recommendations to mitigate future risks:

  • Mandatory deployment of advanced monitoring technologies, in cables and onshore;
  • Promoting existing maintenance and repair agreements to ensure rapid response and efficient resource sharing;
  • Continuous renewal of Europe’s repair and maintenance fleet, supported by financial incentives;
  • Regional security policy frameworks to coordinate responses to multiple, simultaneous incidents.
